Up to now there have been 5 regulations for institution accreditation and 2 regulations for programme accreditation. Documents Upload: Download 'Report_GDTEA.doc' 2 Criterion: Mission statement and objectives: Measure: The agency has formulated a mission statement and objectives which are consistent with the nature of the agency Description: GDETA has missions as â??Assisting the Minister of MOET to do the government management functions specifying in testing and accreditation all over the country; doing the services in term of testing and accreditation.â? and some objectives as â??Developing and showing Minister to promulgate the legal documents and guidelines in term of quality assurance, testing and accreditation.â? Documents Upload: Download 'Framework_of_GDETA.doc' 3 Criterion: Agency staff, Numbers, Profile, Roles: Measure: The profile of the staff is consistent with the Mission Statement Description: The staff of GDETA includes one Director General, three Deputy Directors General. There are four Divisions in GDETA: Division of General Tasks (six members), Division of Education Accreditation (ten members), Division of Education Testing (eight members) and Item Bank Center (four members). Each division has one head and one or two vice-heads. 4 Criterion: Profile of reviewers: Measure: The profile of the reviewers is consistent with the Mission Statement Description: All the leaders of GDETA and 10 staff have been trained as reviewers (1 staff was trained to be an international accreditor by APQN on 28-30 November, 2007 in Manila, Phillipines). Besides GDETA also trained 256 staff of HE institutions as reviewers. 5 Criterion: Independence: Measure: The judgements and recommendations of the agency’s reports cannot be changed by third parties Description: GDETA belongs to MOET, but it works independently. No other parties can interfere with its reports or recognition. 6 Criterion: Resources: Measure: The agency has sufficient resources to run its operations in accordance with its mission statement and objectives Description: GDETA gets budget from the government and other projects ro run its operations (paying salary for staff; organizing workshops of internal assessment; external review; quality assurance, etc.) 7 Criterion: External quality assurance criteria and processes: Measure: The description of the processes and criteria applied should be transparent and publicly available and normally include: self evaluation, site visit, public report and follow-up measure Description: The accreditation process in Vietnam follows the international one, including (1) Self evaluation of the institution. (2) External review. (3) Recognition. All the things here are transparent and publicly avaible. 8 Criterion: Quality assurance: Measure: The description of the processes and criteria applied should be transparent and publicly available and normally include: self evaluation, site visit, public report and follow-up measure Description: GDETA was established in 2003 and is a new QA agency. However, we have done some work in term of QA and accreditation in Vietnam. We step by step perfect QA measures.
