Professional Summary Description: A challenging yet fulfilling and rewarding career could be appropriate adjectives to describe the career path of Dr. Adlai C. Castigador. After completing his AB major in Political Science from Central Philippine University, he joined the government service as social worker of the Department of Social Welfare engaged in helping out of school youths in depressed barangays. It didn’t take long for his potentials to be seen, for a few years thereafter he was given a national position as a middle manager in the same organization. There he received a scholarship from CEBEMO, a Dutch government organization, for his second degree, Bachelor of Science in Social Work in 1981 at the Asian Social Institute, where he completed his program of studies at the top of his class. A son of an educator, he got attracted to the teaching profession and explored a teaching career at Baliuag University in 1983 for two years. Thereafter, he was given a management position as a department head for 3 years. It was during this time that he thought of retooling himself by completing a Bachelor of Science in Education degree and eventually an MA in Education degree, finishing as most outstanding graduate. In 1986, he was hired by the International Center for Migration Commission, US State Department (USA), under the auspices of the United Nations High Commissioner for Refugees (UNHCR), as an ESL teacher. It was there that he received another scholarship grant from the Language Institute of Japan, at Oddawara City Japan, a post graduate program on Language Teaching. Thereafter, in 1988 he was promoted as Supervisor for Instruction. When the refugee program closed in 1994, he rejoined Baliuag University and in 1996, was invited to serve as Executive Director of the Philippine Association of Colleges and Universities Commision on Accreditation (PACUCOA). He also rejoined his former government agency Department of Social Welfare and Development, as Deputy Director. He completed his Doctorate in Philosophy in Educational Management in 2010. Among the significant projects that he initiated at PACUCOA were the installation of the planning structure, implementation of a regular staff development program and installation of a continuous quality improvement system, resulting in the following: award of ISO 9001:08 to PACUCOA, the first and only accrediting agency in the Philippines and in Southeast Asia to have been certified under ISO 9001:08; acceptance of PACUCOA as full member of the International Network of Quality Assurance Agencies in Higher Education (INQAAHE). As a firm believer of quality, he organized a successful team of quality assurance disciples in PACUCOA, rallied them and mustered the needed resources to obtain the highest award of excellence in the country, the Philippine Quality Award (PQA) in 2013. PACUCOA is the first and only accrediting agency in the country to have received such a recognition. His engagement in quality assurance spans 18 years of technical assistance to HEI's in planning, organizing and implementing QA initiatives as well as heading a team of consultants and assessors, resulting in the accreditation of 350 programs based on 130 educational institutions. His publications include three books: Wholistic Reading, Self-Instructional Module in Communications Arts, and Wholistic Writing; compiled and edited at least 10 volumes of Anthology of Best Practices of Accredited Schools, Colleges and Universities, a yearly publication of PACUCOA. Dr. Adlai Castigador has been trained as an assessor of the ASEAN QUALITY ASSURANCE NETWORK (AQAN) based in Kuala Lumpur, Malaysia and as assessor of the Philippine Quality Award.
