Professional Summary Description: The Vocational Training Council (VTC) is a statutory body in Hong Kong offering more than 900 programmes, having over 5,000 staff members and educating and assessing over 220,000 students every year. Having worked in the Quality Assurance and Accreditation Office of the VTC for more than 7 years. I am involved in the quality assurance matters at the institutional level, operational unit level and programme level. Apart from the implementation of QA system, I am in charge of the development of the QA system and the use of performance indicators in measuring performance. Moreover, I am a trainer of the VTC staff members who are in charge of the QA matters at the local level. My experience in accreditation of institutions and learning programmes started from 2005. In that year, I was appointed as a Subject Specialist by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ) and was commissioned to validate a number of learning programmes developed by the Education Bureau of Hong Kong. Meanwhile, in VTC, I was appointed as the Project Manager to support accreditation of VTC's learning programmes by the HKCAAVQ and various professional bodies, including the Hong Kong Institution of Engineers. In this regards, I am familiar with various approaches to learning programme accreditation, the use of different QA models, the regulatory regimes of the government and the impact of culture on QA practices.
