Professional Summary Description: Professor I-Fan Chang graduated from National Taiwan University, majoring in Phisics, and got his Ph.D. degree from Cornell University (Ithaca, New York) in 1972. He held teaching and administrative positions in various universities in Taiwan, including National Chiao Tung University (Associate Professor and Professor, 1972-1978), National Taiwan Institute of Industrial Technology (now National Taiwan University of Science and Technology, Professor, 1978-1984), National Central University (Dean of Sciences and Dean of Academic Affairs, 1984-1989), and Yuan-Ze Institute of Technology (now Yuan-Ze University, Vice President, 1989-1995). He assume the presidency of Fu Yin Junior College of Nursing and Medical Technology in 1995, and successfully transformed it into an Institute of Technology in 1997 and further into a full University of Science and Technologyin 2003. He was a pioneer in the teaching and research of Fiber Optics in Taiwan, and has been dedicated to the promotion of General e-Education in universities during the latter part of his career. He retired from Fu Yin University in 2009 and has been a Chair Professor at China University of Technology (Taipei) ever since. Professor Chang also served as the Director of Vocational and Technological Education of the Ministry of Education from 1980 to 1984 and the Chairman of the Chinese Association of General Education (Taiwan) from 2000 to 2003.
