Professional Summary Description: Marcia Commissiong is currently the Manager, Quality Assurance at the University of Trinidad and Tobago (UTT), where she is responsible for establishing, monitoring and evaluating quality assurance processes that impact upon UTTâ??s efficiency and its ongoing compliance with standards for registration and accreditation. She assumed this position in April of this year shortly after establishing a new company offering consultancy services in the area of quality management systems. Marcia has diverse professional experience in the public, private and civil sectors spanning 20 years. Her areas of expertise include but are not limited to quality assurance and accreditation, total quality management, human resource management, training, team building, and strategic planning. Marciaâ??s passion for systems management is evident in her consistent promotion of the principles of quality management. Her role and contribution to the mandate of the Steering Committee for the National Quality Infrastructure Project (Jamaica), the implementation of the Import Monitoring Programme and streamlining of operations and personnel functions while at the Bureau of Standards, Jamaica. Her advance knowledge of project management systems and innate desire to providing optimal customer care is evidenced by her involvement on several committees and teams, such as the Change Management Team, Quality Assurance Technical Committee, MIS Steering Committee, the ISO 9000 Task Force and the Five Year Strategic Plan team. Professionally, Marcia is a qualified Myers-Briggs professional, a certified trainer in the Texas Quality Service Programme and a Hubert Humphrey Fellow. She has served on the Executive Boards of the Jamaican Society of Scientists and Technologists, the Jamaica Society for Quality, and the Jamaica Fulbright-Humphrey Alumni Association. Marcia formally held the position of Accreditation Officer at the University Council of Jamaica (UCJ), the national quality assurance body for tertiary education where she provided technical support and advisory services regarding the improvement of institutional management and programme offerings among tertiary educational institutions through a registration and accreditation process. At the UCJ Marcia had responsibility for assisting in the development of criteria for the registration and accreditation of tertiary institutions. She also provided advice on the requirements for recognition of institutions and programmes, including criteria and preparation for site visits; prepared guidelines and other supporting documentation for the quality assurance and accreditation processes; liaised with local and overseas institutions, assessors, accrediting and quality assurance bodies, associations, quality assurance networks and other entities; guided institutions in the preparation of self-study documents, and; synthesised institution/programme reports. Marcia also played an integral role in organising training seminars and workshops for assessors and institutions and planning for major events hosted by the Council. Marcia is passionate about transforming organisations into competitive entities to ensure that the Caribbean region, and any other region she interacts with, keeps abreast of the knowledge base that is required to succeed in todayâ??s dynamic global environment.
