Ngohayon was born on October 29, 1967 at Alfonso Lista, Ifugao, Philippines. He is the former President and Chairman of the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP). Currently, he is the President the and Chairman if the International Distance Education Accreditation League (IDEAL). He is also the Chairman of the Philippine Science Consortium (PSC).He is the Chairman of the Highland Agriculture Resources Research and Development Extension Consortium (HARRDEC). He is the Chairman of the Cordillera Administrative Region Association of State Universities and Colleges of the Philippines (CARASUC). He is the Auditor of the Philippine Association of State Universities and Colleges (PASUC). He is also a member of the board of various organizations such as the SouthEast Asian Network of Agroforestry Education (SEANAFE), the Agriculture Colleges Association of the Philippines (SUC-ACAP). He is the President of the Ifugao State University (IFSU) from 2003 to present after having been given a fresh term when he spearheaded the creation of the university in 2009. He set the trend for the young breed of dynamic SUC President having been elected to the position at the age of 35. Dr. Ngohayon finished his AB major in Psychology magna cumlaude and went on to finish his MS and PhD in Psychology at Hiroshima University Japan under scholarship from the Japanese Government.
