Nominee Application Form: Part C Please write a professional profile of 500 words. Professional Summary Description: Dr. Ruby S. Alleyne holds the degree of Doctor of Philosophy in Education from the University of the West Indies, St Augustine, Trinidad and Tobago. She specializes in Educational Administration, Leadership, Quality Assurance and Accreditation. Dr. Alleyne is the current Vice-President, Quality Assurance and Institutional Advancement at the University of Trinidad and Tobago (UTT). She has responsibility for leading & managing UTTâ??s quality assurance systems and processes; for the design, development and implementation of a centralized system for institutional research; and for the design, development & implementation of an evidence-based system for university-wide planning & continuous quality improvement. She is also the founding Executive Director of the Accreditation Council of Trinidad and Tobago (ACTT) and she served in this capacity from February 2005 â?? March 2009. She has worked in the field of quality assurance in the Caribbean for the past fifteen years, having worked during the period 1993-1999 at the National Institute of Higher Education, Research, Science and Technology (NIHERST) which had responsibility for the Committee on the Recognition of Degrees (CORD). Dr Alleyne has served as a consultant in other countries in the Caribbean region including Guyana, Barbados and St Vincent and the Grenadines. During the period 2002-2004, Dr Alleyne held the position of Chief Executive Officer of Premier Quality Services Limited (PQSL) - the training subsidiary of the Trinidad and Tobago Bureau of Standards (TTBS). She was responsible for the strategic leadership and overall management of the company including planning and ensuring implementation of consultancy and training programmes on Total Quality Management (TQM) and Environmental Management Standards and related areas, for industrialists, professionals, businessmen and their employees as well as for consumer groups. An educator for all of her career, Dr Alleyne has also worked at the National Training Agency (NTA) in Trinidad and Tobago (1999 -2002) in the position of Manager, Occupational Standards and Sector Support. Her major responsibility was for the development and management of the agencyâ??s programme to develop occupational standards in each of the key sectors of the economy and establish sector bodies called Industry Training Organisations (ITOs). She has served on three Cabinet-appointed committees - as Chairperson of the Implementation Team for the establishment of the Accreditation Council of Trinidad and Tobago; Deputy Chairperson of the committee to design a seamless education and training system for Trinidad and Tobago (from pre-school to university); and as a member of the committee to develop a Tertiary Education & Training Policy for Trinidad and Tobago. She is a trained teacher who holds a diploma in the teaching of Spanish as a foreign language. She has taught at both the secondary and tertiary levels. Dr Alleyne is the current Vice-President of the Caribbean Area Network for Quality Assurance in Tertiary Education (CANQATE). She has presented several papers at regional and international conferences. She was recently appointed by the Board of INQAAHE to serve as a member of the Organising Committee for the Biennial conference to be held in Madrid in 2011.
