Professional Summary Description: Dr. Fraser is a local and international consultant on education, evaluation, accreditation, social justice, human rights and cultural competency. Joy has extensive experience in nursing and health services education, administration, program development, review and evaluation as well as human rights education and health promotion. She has been a consultant on educational program planning and evaluation with the World Health Organization since 1999 and is currently engaged in a study to develop nurse educator competencies to be implemented globally. Dr. Fraser has been invited globally to share her experience in education program development and evaluation both in formal and non-formal settings. Among other initiatives, she developed the nursing and midwifery curricula for Dubai; assisted with the curriculum development for the University of the West Indies, Faculty of Medicine and Department of Nursing and consulted on the Nursing curriculum for Bangladesh, assisted with developing and evaluating cultural diversity training and human rights education programs locally and internationally. A member of the Canadian Association of Schools of Nursing Accreditation team, Joy engages in accreditation and program approval visits across Canada, and has been a quality assurance reviewer and an external examiner for the University of the West Indies in Jamaica. She is a member of the International Network for Quality Assurance Agencies in Higher Education (INQAAHE) Steering Group and has assisted with the planning and implementation a Clearinghouse of information on quality assurance in Higher Education (funded by the World Bank) and was invited by UNESCO to participate in their last conference on education and quality assurance.
